Summary of Experience

Over 20 years of hands-on IT Program/Project leadership experience with projects of various sizes ranging from large multi-year projects to small projects which were completed in 3 to 6 month. Provided overall program/technical management, project planning, scheduling, tracking and control, applied earned value and other project control indicators, conducted outsourcing analysis, trade studies and product evaluations. Facilitated resolution of program issues while meeting quality, schedule, and cost requirements. Developed and maintained integrated master schedules matching customer requirements, resources and schedule. Performed on-schedule and on-budget against integrated schedule while maintaining a high level of customer satisfaction. Lead projects in the attainment of SEI Capabilities Maturity Model Level 3. Experienced working in off-site locations with limited guidance. Demonstrated proficiency organizing staff in multi national, company, and functional discipline environments.

Over 14 years of experience with enterprise resource planning (ERP) and manufacturing resource planning (MRP, MRPII) systems. Have adapted CINCOM's control manufacturing software and Western Data Systems MRP software to the aircraft repair and overhaul environment. Have evaluated and proposed SAP software on several logistics projects.

	Jun 97 - Present	Manager, Central Region for Professional Services
		Manage multiple project. Provide technical guidance to address enterprise-wide business process improvement and information system planning. Projects include: 1) US Air Force Material Command/Material Systems Group (AFMC/MSG). Northrop Grumman is supporting the MSG/SW organization in the Year 2000 readiness review and evaluation of the renovators/developers test cases and test case results focused on traceability of test results to test cases and traceability of test/cases/results to requirements 2) US Air Force Material Command/LG (AFMC/LG). Northrop Grumman is supporting the FMD organization in the review of a government -off-the-shelf (GOTS) financial package. Northrop Grumman personnel are assisting in the definition of additional functional requirements and the interface requirements necessary to implement the DIFMS system.
	Apr 99 - Jan 2000	Department of the Interior (DOI), Office of Information Resource Management (OIRM). Assessing the Year 2000 readiness of 50 mission critical and business necessary systems at 30 locations nation-wide. Systems included dam sensor systems, world wide seismographic systems, national weather systems, hydroelectric power plants, financial systems, natural resource management systems, and emergency response systems. Technologies included: main frame, distributed, web based, platforms and communications with satellite and network links.
	Jan 99 - Apr 99	US Army Corps of Engineers, San Francisco District. Assessing the Year 2000 readiness at dams, hydroelectric power plants, and fish hatcheries.
	May 97 - Jun 98	Program Manager for the Joint Logistics Systems Center Depot Maintenance Directorate (JLSC/DM)
		Task Order for: 1) Customization of a commercial software package (Maximo by PSDI) to satisfy the requirements of Marine Corps Logistics Centers and Naval Avionics Depot environments; 2) Integration/interface the Western Data Systems Manufacturing Resource Planning (MRP) software into the Naval Avionics Depot; and, development of the Depot Maintenance System (DMS). 3) Developed custom distributed contract management system to support inter-service repair of major commodities. This application was developed using RAAD development techniques and using the Cool:Gen (by Sterling Software) development tool set. The tool set was used to capture the requirements and design, support rapid prototyping of user interfaces and the generate application code. Organized and managed an integrated team of 120 information system technicians, maintenance/manufacturing specialists, and logisticians. I represented the prime contractor, BDM Enterprise Integration Systems, Inc., as their overall project manager and supervised all BDM personnel and 10 subcontractors. Provided technical guidance to address enterprise wide-business process improvement and information system architectural planning. This $13M cost plus award fee contract earned an "excellent" rating from the government client and was awarded 90% of the available award fee pool.
	Mar 94 - May 97	Program Manager for the Joint Logistics Systems Center Depot Maintenance Directorate (JLSC/DM)
		Task Order for integration and development of the Depot Maintenance System. Organized and managed an integrated team of 180 information system technicians, maintenance/manufacturing specialists, and logisticians. I represented the prime contractor, BDM Enterprise Integration Systems, Inc., as their overall project manager and supervised all BDM personnel and 10 subcontractors. Provided technical guidance to address enterprise wide business process improvement and information system architectural planning. Project value $62M with 36 months period of performance. Project completed 7% under budget qnd 3% over schedule.
	Oct 92 - Feb 94	Engineering Manager for the United Kingdom Royal Air Force (RAF) Logistics Information Technology Strategy (LITS) Prime Systems Integrator Project
		Reported to the Program Manager. Established the site office and managed the engineering efforts for this London based proposal. Leaded a consortium staff of 30 technicians and logisticians to produce the design of applications and technical infrastructure to support RAF aircraft operations, logistics support, and maintenance at over 80 air stations/depots world-wide. Conducted extensive product evaluation of available commercial-off-the-shelf (COTS) products to satisfy functional and data requirements for aircraft operation, maintenance, and depot overhaul. The study included existing commercial airline systems, military systems, preventive maintenance systems, asset management systems, manufacturing systems, and repair/overhaul systems. Introduced the Northrop Grumman proposal development methodology across the consortium team. Prepared and delivered the technical portion of the oral presentation of the proposal.
	Jun 92 - Oct 92	Program Manager for Republic of Singapore Navy Logistics Management Information System (LMIS)
		Reported to Director of International Programs. Managed this Singapore based proposal program, developed teaming agreements with companies based in Israel, Singapore and the United States, coordinated the technical solution, lead the preparation of the technical and cost proposal, prepared and delivered the oral presentation of the proposal.
	May 87 - Jun 92	Deputy Engineering Manager for the U.S. Air Force Repair Depot Maintenance Management Information Systems (DMMIS) project
		Reported to the Program/Engineering Manager. Established the project office in Dayton, OH. The DMMIS systems replaced and functionally integrated 35 existing data systems. Provided leadership to formulating the business concept of operation from proposal to implementation. Lead initiatives to standardize business process re-engineering techniques, development methodologies, documentation development processes and to provide for a continuous process improvement philosophy. Project was independently certified as SEI Level 3. Engineering methodology was supported by IEF tool set (currently marketed as Coolgen by Sterling Software.
	May 86 - May 87	Engineering Manager for the U.S. Navy Rapid Acquisition of Manufactured Parts (RAMP) project
		Reported to the Program Manager. Established a new DSSD engineering office in Charleston, SC as part of a consortium tasked to develop two state-of-the-art computer integrated factories for the rapid (30 days from requirement identification) manufacture of items not commercially available. Managed the requirements definition and analysis phase of the project, selected methodology and CASE tools.

	Aug 84 - May 86	Software Manager for U.S. Air Force Advanced Avionics Systems project
		Responsible for systems definition and design of the avionics and flight control systems software for the Advanced Tactical Fighter aircraft.

		Assigned as Engineering Manager of an international team to produce the preliminary design for a distributed shipboard machinery control system for destroyer (DDG51 class) vessels.

		Responsible for proposing and executing various avionics upgrade programs for the A-6 (Intruder) aircraft and weapons systems.

		Responsible for development, proposal through implementation, of interactive computer integrated training devices for the training of maintenance personnel through simulations. These systems included: simulations of actual equipment, video presentations to students, and touch sensitive input panels.
